Foxx Report

On July 30, 2014, the House of Representatives approved H.Res. 676, a resolution authorizing the House to enter into litigation against President Obama. Yesterday a federal judge ruled that the Obama administration has been unlawfully funding parts of Obamacare without an appropriation from Congress.
Our Constitution was drafted deliberately to ensure that the greatest power in our government resided closest to the people. In Article I, the framers placed the ultimate power of creating and changing laws with the Congress. The House of Representatives is determined to maintain the constitutionally-mandated separation of legislative and executive powers, and this decision is a victory against President Obama’s unprecedented power grab.
Combating Opioid Addiction
Opioid addiction is spreading at an alarming rate, and no community is immune from this epidemic that is devastating families across the United States. It is a destroyer of opportunity that does not care about your race or gender or income or political party.
This week the House passed bipartisan legislation to combat the opioid epidemic and provide treatment to help people reclaim and rebuild their lives. The legislation passed by the House includes efforts to curtail international drug trafficking into the United States; updates pain management practices for military service members and veterans; establishes a federal pain-management task force; and increases the transparency and accountability of the comprehensive opioid abuse grant program.
Cost of Federal Regulations
Last week the Competitive Enterprise Institute released a report that puts a price tag on the rules implemented by the federal bureaucracy, saying federal regulation and intervention cost American consumers and businesses nearly $2 trillion in lost economic productivity and higher prices in 2014. That is simply unacceptable.
As a former small business owner, I know firsthand how the government can make it more difficult for a business to be successful. I recognize the true costs of overregulation, such as lost productivity, increased expenses and new financial and legal liabilities, which many policymakers often forget about. Regulation by bureaucratic fiat is not what the founding fathers had in mind when they created our government. I applaud Speaker Ryan for creating the Task Force on Reducing Regulatory Burdens and look forward to seeing its suggestions for a modern and transparent regulatory system that makes it easier to invest, produce and build in America. As the sponsor of the Unfunded Mandates Information and Transparency Act, which seeks to ensure that regulations are deliberative and economically defensible, I was happy to propose my solution for the Task Force’s consideration.
Recognizing the 68th Anniversary of the Independence of the State of Israel
On May 12, the State of Israel celebrated the 68th anniversary of its independence. The United States and Israel have long maintained a strong friendship, and our two countries share much more in common than many realize. We believe in freedom and equality and share many basic rights such as free elections, a free press and freedom of religion. We were both founded by people seeking relief from tyranny, and we both continue to serve today as symbols of liberty in a world plagued by oppression.
Israel is a beacon of democracy in a sea of violence and hostility, and it deserves our support. A strong Israel is key to stability and security in the Middle East, and I will continue to stand with our friend and ally.
Teacher in Congress
Applications are now being accepted for the 10th annual Teacher in Congress Internship. This internship was created to offer educators a glimpse of the workings of Congress and the federal government while experiencing the day-to-day life of a member of Congress. By supplying teachers with hands-on opportunities, the internship will help local schools enhance their civics and history curriculum.
The paid internship will take place in my Washington office from July 8-15, 2016. Preference will be given to applicants who live in the 5th District, teach at a public or private school in the 5th District and teach grades 9-12 during the 2016-2017 school year. Applications are available online at www.foxx.house.gov/teachers. Applicants should submit a completed 2016 Teacher in Congress Internship application form, accompanied by a cover letter, resume and sample lesson plan by June 3, 2016. Completed applications may be submitted via email to TeacherInCongress@mail.house.gov or by U.S. mail to U.S. Rep. Virginia Foxx, Attn: Teacher in Congress, 3540 Clemmons Road, Suite 125, Clemmons, NC 27012.
What’s Coming Up
Next week the House will consider the annual National Defense Authorization Act and the hundreds of amendments expected to be raised during its consideration.
Sincerely,
