This week the House returned from its August work period. I appreciated the opportunity to travel around North Carolina’s 5th District and hear from you. Stopping the Administration’s Slush Fund for Special Interests

An investigation by the House Judiciary Committee discovered the U.S. Department of Justice has been requiring defendants entering into mortgage settlement agreements with the federal government to donate money to left-leaning activist groups. Non-victim third-party groups have received over $880 million dollars as part of settlement agreements in the past two years. In some cases, the Obama administration is using these mandatory donations to restore funding that Congress specifically cut.

Unelected bureaucrats have no business using these settlement funds to subsidize special interest groups with little accountability. Once again the Obama administration is undermining the will of Congress. They are taking money away from deserving victims and diverting it to groups that align with the administration’s positions.

This week the House passed legislation that prevents the executive branch from funding activist organizations with payments from mortgage settlement cases. H.R. 5063, the Stop Settlement Slush Funds Act, ensures money recovered by the government goes directly to victims or is returned to the Treasury where it is subject to the congressional appropriations process.

Supporting Small Businesses

Small businesses, private companies and entrepreneurs need access to capital in order to succeed. The ability to obtain this funding is the life-blood of local job creation. This week the House passed legislation that creates a variety of avenues for small businesses to access the critical capital needed to grow their businesses, create jobs and contribute to the American economy.

H.R. 2357, the Accelerating Access to Capital Act of 2016, expands the eligibility to use a simplified registration form for smaller reporting companies, creates a limited exemption for small business to raise capital without costly and unnecessary regulatory costs and removes regulatory proposals that would create substantial impediments to businesses' ability to raise capital.

The Challenges Facing America’s Schools

On Thursday I joined C-SPAN’s Washington Journal to talk about the challenges facing America’s schools. I hope you will take some time to watch my discussion with callers from across the country about these important issues such as the cost of college and reducing the federal footprint in local classrooms.

What’s Coming Up

Next week the House will consider the VA Accountability First and Appeals Modernization Act to continue our work to reform the VA and ensure veterans receive the treatment they have earned. The House will also consider legislation to increase the amount of health care expenses deductible from federal taxes.
