Foxx Report

This week Democrats attempted to stop the House of Representatives from carrying out the people’s business by protesting on the House floor and demanding a vote on legislation to ban gun sales to people on the notoriously inaccurate terrorist watch list. I agree with Speaker Ryan that this was nothing more than a publicity stunt. This proposal was already defeated in the Senate earlier in the week and violates the Fifth Amendment, taking away a citizen’s due process rights. Additionally, during committee debate on the fiscal year 2017 Department of Homeland Security appropriations bill, lawmakers rejected an amendment, which sought to ban gun sales to people on the terror watch list, by a vote of 16-31.

Blocking the Administration’s Overtime Rule

In May, the Department of Labor released its final overtime rule, which will stifle workplace flexibility, threaten upward mobility and burden small businesses. Our nation’s overtime rules need to be modernized, but the Department of Labor’s extreme and partisan approach will lead to damaging consequences that the American people simply cannot afford.

The Congressional Review Act of 1996 established a process through which Congress can overturn regulations issued by federal agencies by enacting a joint resolution of disapproval. I have introduced a disapproval resolution to protect workers, students, nonprofit organizations and small business owners from the consequences of the Department of Labor’s controversial overtime rule.

Increasing Transparency in America’s Higher Education System

Each year, families across the country face difficult decisions about where they can afford to send their children to college and what institution is the best fit for them. Students must wade through massive and often conflicting amounts of information in order to make an informed choice. Taking time to fully understand the available data can be an aggravating task that may get put off and ultimately ignored, often with disastrous consequences.

On Wednesday the House Committee on Education and the Workforce approved bipartisan legislation that I sponsored to help students gain access to the facts they need to make an informed decision about where to pursue higher education.

Supreme Court's Ruling in U.S. v. Texas

On Thursday the Supreme Court left in place a lower court decision that prevents President Obama from beginning a new program to grant “deferred action” status to illegal immigrants who are parents of U.S. citizens or green card holders. The whole House previously filed an unprecedented amicus curiae brief in opposition to the president’s amnesty and in defense of the House’s constitutional lawmaking authorities.

President Obama does not have the authority to legislate, and his unilateral actions on immigration are an overreach of his constitutionally-limited executive authority. This ruling is a victory for the Constitution, rule of law and our system of checks and balances.

A Better Way

Two weeks ago Speaker Ryan announced the arrival of “A Better Way,” the policy agenda that House Republicans have been constructing all year. On Wednesday House Republicans unveiled a step-by-step plan to give every American access to quality, affordable health care. On Friday we revealed our pro-growth blueprint for tax reform. What’s Coming Up

Next week the House will hold a district work week. As we celebrate our nation’s Independence Day, let us remember that we are able to do so because brave men and women still stand ready to give their last full measure of devotion to the cause of freedom.

Sincerely,
